John Dominic Crossan suggests something very similar in his book “Jesus: A Revolutionary Biography.”

In his discussion of the beatitude “Blessed are the poor for theirs is the Kingdom of Heaven,” Crossan suggests that this saying is really talking about systemic forms of oppression where only those who are marginalized are not collaborating with systemic oppression.

Crossan suggests that the modern-day equivalent to this beatitude would be “only the homeless are innocent.”
